Experimental Enforcer Rules

Ok, this is a test.  This is the first article associated to the revamping of the Enforcers.  This file is still experimental and I would like any and all feedback you want to give.  Please feel free to post anythign here to get it discussed from Spelling to Grammar to Playablility to Weapons Choices etc.

Please be positive in and do not flame.
