ARMY RULES
Battle Horns. ‘With that he [Théoden] seized a great horn from Guthláf his banner-bearer, and he blew such a blast upon it that it burst asunder. And straightaway all the horns in the host were lifted up in music, and the blowing of the horns of Rohan in that hour was like a storm upon the plain and a thunder in the mountains.’ - Return of the King, The Ride of the Rohirrim.
Once per battle the Rohirrim may blow their battle horns. All Rohirrim Cavalry units that charge in the turn in which the horns are used cause terror in their enemies. It must be announced that the horns are being used at the start of the turn.

All mounted Rohan Cavalry do not suffer when in an irregular formation they always move 30cm.
All mounted Rohan Cavalry when winning a combat and have the option to Fall Back instead of rolling 3D6 they can assume they rolled 3 6s, so they can Fall Back 6-18cm.
All mounted Rohan Cavalry when advancing in 2nd and subsequent rounds of combat can move 20cm.

Scouts, Riders and Knights that start the battle mounted can be ordered to dismount, this is a normal command, replace the Cavalry unit with an Infantry unit of the correct type.  For simplicity the unit cannot remount and if destroyed it counts as infantry for Victory Points.  However as an optional rule, if your opponent agrees then you may remount.

SPECIAL RULES
1. Militia. Militia suffer -1 Command penalty when given an order. (This -1 does not stack.)   However, this penalty is waived if the Militia unit is part of a brigade that includes at least one non-Militia unit. Militia cannot use initiative to charge – though they can use initiative to evade as usual.  When they charge they receive no bonus attack modifier for doing so.

2. Scouts.  Are allowed to shoot as if it had bows but the range is reduced to 15cm. Scouts can shoot behind or to the side as well as to the front. Just measure the range from any stand edge, front, side or rear. They can therefore shoot at enemy charging them from any direction.

3. Knights.  Add +1 to their Command rolls when they receive a command. (This +1 does not stack.)  They can't be driven back by shooting and do not roll for drive backs.

4. Named Hero. Like Théodred, or Éomer. If the General is killed the game does not end automatically as would normally.  One of the named Heroes is promoted and becomes the General, (with a battlefield command radius), immediately.  If there is no named hero or the named hero is killed the game ends as normal.

5. Mearas. (Like Shadowfax) Mearas may only be ridden by The King or Named Heroes like, Théodred, or Éomer, while riding one of the Mearas a character has a movement rate of 100cm.

Brief History
Rohan men are classified by the Elves as Men of Twilight.
Those men staying in the Far East are called by the Elves the Men of Darkness, Easterlings & Haradrim.  Those men that travelled west into Rhovanion (Men of Dale & Rohirrim) and west again into Eriador (Men of Bree) called by the Elves the Men of Twilight.  Those men that travelling over the Erid Luin into Beleriand in the First Age are called by the Elves the Men of Light.

In about TA2050, the Éothéod, horse people, as they were called settled between the rivers Langwell and Greylin, sources of the Great River Anduin, near where the Erid Mithrin met the Misty Mountains also near Mount Gundabad.

King Léod was killed trying to tame the horse Felaróf, first of the Mearas.  Mearas are a wild herd of horses.  They live as long as men, are intelligent and have extra ordinary speed and endurance.  Léod’s son Eorl demanded of Felaróf weregeld (payment for the death of his father) this Felaróf granted.  Felaróf and his descendants have provided exceptional mounts for the Kings and Princes of the Éothéod/Rohirrim ever since.

In TA2509, Cirion the Steward of Gondor, asked for aid in defending against the Balchoch Easterlings and the Orcs from Misty Mountains. King Eorl from his capital Framsburg led his army to the aid of the Army of Gondor at the Battle of the Field of Celebrant they defeated the invaders.

In recognition of their aid Cirion gave the lands of Gondor called Calenardhon to Eorl and his people.  Eorl then swore his oath of eternal friendship to Gondor.  The Éothéod renamed themselves Eorlingas or "followers of Eorl" and relocated to Rohan as it was called by the Gondorians.

Unit Notes
Levy, are used to defend Rohan settlements, they were armed with spears or swords.

Scouts, were just that, they would guide the army to the required destination.  They were lightly armoured and armed with bow, arrows and probably axes.

Riders, Tolkien wrote of the Rohirrim clothes. “The styles of the Bayeux Tapestry fit them well enough”.
Typically they wore their yellow braided hair with a shinny polished helmet with flowing horsetail plumes.  They carried green round shields emblazoned with a golden sun or white horses.  Their long lances had green banners with a white horse.  Their corselets were made of bright mail. At their side was a long sword, although some preferred axes.  They rode white and grey horses.

Knights, wore Gondorian armour, probably a knee length hauberk, vambraces, greaves and possibly a face covering helm.   They were armed with long spears, swords, axes and shields.  These were the full time Household troops of the King, Princes and the three Marshals of Rohan.  There would have been at least 4 Éored (4 units of 120men) probably 6 if the Princes had their own.

Mearas, a wild herd of horses.  The Mearas lived in Northern Middle-earth.  They live as long as men, are intelligent and have extra ordinary speed and endurance.  They have been the willing mounts of Rohirrim Kings and Princes for over 500 years.  Mearas are white or silvery grey in colour.

Design Notes
Although the Army Rule, Battle Horns should have a point’s value, when fighting Warmaster armies this army suffers from a lack of troop choices and types, so Battle Horns are free.

As the Rohirrim were called the Horse Lords it is only fitting that they have some outstanding special rules, like they always move 30cm, they Fall Back 6-18cm and can always advance 20cm.

The Scouts stat line is from BoFA, I thought it more fitting than the WM stat line, besides I can squeeze points out of the units for the same function that is shooting.  The Knights are Household troops and are a regular elite formation, hence their rules.  The Scouts and Knights should not have as high a maximum per thousand, but for game play they have increased maximums.

Named Heroes are usually the Princes of the realm; this is to simulate the very high élan and esprit de corps of the Rohan as a nation.  Allowing and expecting the Prince in succession to take over on the death of the King on the battlefield.

Hi! As a big fan of Rohan I would like to make a suggestion list for Rohan.
                                       A  H  Ar  Cmd  Points   min/max   Special

Rohan Royal Guard               3  3  5+           120       **

Theoden King..General   +2A    Cmd9           160         1        *4, *5
Royal Family member     +2A    Cmd9           125        -/2       *3
Marshall..General  (Standard human General)               1         *4
Captain..l.a. (Standard hum. Hero)                           -/2
Mearas...see list above

All mounted Rohan Cavalry when advancing in 2nd and subsequent rounds of combat can move 20cm.

** Royal Guards can only acompanie a Rohan army if it is lead by or contains members of the royal family. You can only take one unit of dismounted and mounted royal guards per family member.

*1 Throwing Spears.... Rohirrim gain +1 attack in the first round of combat if they charge an enemy

*2. Mounted Bowmen ( = Scouts).  Are allowed to shoot as if it had bows but the range is reduced to 15cm. Scouts can shoot behind or to the side as well as to the front. Just measure the range from any stand edge, front, side or rear. They can therefore shoot at enemy charging them from any direction.

*3.Roy. family member ( = Named Hero). Like Théodred, or Éomer. If the General is killed the game does not end automatically as would normally.  One of the named Heroes is promoted and becomes the General, (with a battlefield command radius), immediately.  If there is no named hero or the named hero is killed the game ends as normal.

*4. Your Army can only have one General, you must choose between King Theoden and a regular Marshall.

*5. Inspiring Leader: King Theoden is an inspiring leader, if he is attached to a brigade of rohan forces, he gains a +1 cmd bonus if he issues oders to this brigade.

This is just my take as I think a Rohan army should be all light to medium cavalry, the only reason for fighting on foot would be for siege games.

I love the battle horns rule, I always wanted exactly that rule for the Lotr GW game!

Feel free to ignore or use any ideas you like! :D

So you would have them as hard hitting lighter cavalry, trading an armour save for a Thrown Spear for about the same points?

I have not read the rules for GWs LotR game but do they have Thrown Spears, because from my reading of Tolkiens works, it was used more like a Lance or Long Spear?

In GW Lotr rules they can have a bow, a throwing spear, a handweapon and a shields.

But its true, from the novels they are armed with a spear, a handweapon and their shield. I guess one could interpret this spear to be a thrownspear but other than that its more of a movie inspiration.

Actualy if you would consider them based upon Keltic cavalry (pre-stirrup) then they would be casting javelins at the start and on the charge to soften up an enemy before impact and h-2-f fighting. Which in my book would be shock-cavarly tactics too
